The entire city stopped for two days
It started the Christmas Holiday weekend, everyone was celebrating. The city got caught without planning for the event. Cars and buses were scattered and stranded willy nilly on city streets. Emergency crews and plows could not get through and people died because of it. Alternate side parking stopped until late January
